Definition:

A population-based estimate of an area's need for hospital services based on population characteristics (age, gender, socio-economic status (Socio-Economic Risk Index (SERI)), and health status (Premature Mortality Rate (PMR))), and geographic location (whether it is beside a major urban centre, is rural, northern or isolated). This measure is expressed in terms of the number of hospitalizations needed per 1000 residents.
