Definition:

Takes into consideration the different sizes of areas under consideration, giving weight to an area's population in determining an average utilization pattern. The patterns in more populous areas would play a greater role in defining an average pattern than would the patterns of more sparsely populated areas, and this may underestimate (or overestimate) the needs of smaller areas.
