Definition:

Special education funding provided by the Department of Education to students with special needs who require extensive supports in the classroom. In Brownell et al. (2012), the rate of level II and III funding was calculated per 1,000 children aged 5 to 18 who have received funding approval from the Department of Education and who have at least one diagnosis of a sensory/mental handicap or an emotional/behavioural disorder in each school year.
