Definition:

Method of allocating resources to ensure that the needs represented by different population age structures and health profiles are equitably met by the resources provided to Regional Health Authorities. Though similar to needs-based planning, these measures are population weighted. This also includes physician contact rates, and the characteristics of local practicing physicians (eg. workload, closeness to retirement).
