Definition:

This indicator measures the rate at which area residents were hospitalized for Ambulatory Care Sensitive Conditions (ACS), per 1000 residents aged 0-74 per year. The idea behind this measure was that if people receive an adequate level of good quality primary care, they should not need to be hospitalized for these conditions.
