Definition:
The per cent of the population aged 25-44 years with no high school. The definition is based on the 1986, 1991, or 1996 Census using a 20% sample. According to Statistics Canada this refers to persons, excluding institutional residents, who did not hold a secondary school graduation certificate or its equivalent, regardless of whether or not other educational qualifications were held.
