Definition:
The organizational factors of the system in which the care is delivered, having a major impact upon access to care. One of three categories used for measuring of quality of care, it includes physician characteristics (resources, organization, and management), and staff characteristics (skill-mix and teamworking). The other categories are outcome measures and process measures.
