Definition:

A set of disabling medical conditions derived from the World Health Organization, which, when diagnosed in youths 0-24 years of age, disadvantaged since birth and not treated with modern techniques, frequently result in early death. The list includes: cerebral palsy, spina bifida, hydrocephalus, cystic fibrosis, development delay, hearing loss, and emotional disturbance. There are specific ICD-9-CM diagnosis codes for each of these disabilities.
