Definition:

One of the rates determined for Health Status Indicators that compares each region's performance with the province. If the region's rate is higher than the provincial average, it implies that if the region's rate were the same as the provincial rate, these excess events could theoretically be avoided. The events include: excess mortality / death, excess persons hospitalized, and excess physician visits.
