Definition:

A number of measures are used to determine the requirements for health care resources in an area, including: demographics, socio-economic status and health status. In particular, special attention is given to the age and gender of a population, premature mortality and socio-economic indicators of populations as measured by the Socio-Economic Risk Index (SERI). This also includes physician contact rates, and the characteristics of local practicing physicians (eg. workload, closeness to retirement).
