Definition:

Manitoba residents who have not contacted Manitoba Health nor accessed any healthcare services within the province for over one year, such as going to the doctor or hospital or filling a prescription, may have their healthcare coverage in the Manitoba Health Insurance Registry cancelled. In this case, a value of "7" - "Cannot Locate" is recorded in the variable "Reason for Cancellation of Healthcare" code (CANCCODE).

Manitoba Health attempts to contact the resident with a registration verification card at their last known address. If the returned card indicates that the person has moved or no longer lives at this address, then their healthcare coverage is cancelled and the “Cannot Locate” cancellation reason code is assigned. Residents who subsequently contact Manitoba Health to say they have remained in province will have their healthcare coverage reinstated.
