Definition:

A measure developed by Statistics Canada to distinguish low-income families from other families. LICOs are set according to the proportion of annual family income spent on food, shelter and clothing. A LICO is an income threshold below which a family will likely devote a larger share of its income to the necessities of food, shelter and clothing than an average family would.
