Definition:

A factor designed for this report (Garland et al., 2012) to estimate the number of critically ill people in that year who "should" have been admitted to a high-intensity Intensive Care Unit (ICU). It is calculated by summing the number of people who were admitted to an urban ICU in that year and the number of people who died in that year without being admitted to an urban ICU, excluding deaths for people known to be in palliative care in the two years prior to death.
