Concept: Ordering By Premature Mortality Rate (PMR)

Introduction

As a general rule, when reporting by geographic areas, such as Regional Health Authority (RHA) or RHA District, results (e.g. charts, graphs or data) should be ordered by increasing age- and sex-standardized premature mortality rate (PMR).

In order to keep a consistent ordering of geographical areas over time and across publications, a set of age- and sex-adjusted PMR values for each area are calculated based on ten calendar years of mortality data prior to a Census year (currently 2006). This is done using a generalized linear model to estimate the adjusted rate of premature deaths by geographic region, including age, sex, and an age*sex interaction term as covariates. Ten years of data are used to ensure stable rates for even the smaller areas (e.g. Churchill, and some districts in other RHAs).

The most current PMR values available are based on 1996-2005 calendar years. The SAS® format (see PMR Ordering 2006 - SAS Formats (order06f) in the SAS code and formats section below - internal access only ) can be used for analyses of data prior to 2011 (the next Census year). When the 2011 Census data is available, PMR values will be re-calculated using calendar years 2001-2010.

Ordering

The following seven sections are divided into different geographical area measures, and list the PMR order for data from 1991-2000 and from 1996-2005, as well as the Socio-Economic Factor Index (SEFI) order from 2001. Areas are listed from lowest PMR rate (most healthy) at the top to the highest PMR rate (least healthy). Areas listed in the SEFI column range from the most favourable socioeconomic conditions (at the top) to the least ideal socioeconomic conditions.
