Definition:

A mental health disorder can be described as any disturbance of emotional equilibrium, as manifested in maladaptive behaviour and impaired functioning, caused by genetic, physical, chemical, biologic, psychologic, or social and cultural factors.

A mental disorder is diagnostically classified by psychiatry on criteria of manifesting symptoms and signs (using the DSM-IV system). The ICD-9-CM codes for mental health disorder are classified into 3 broad categories: psychotic disorder (major mental health disorder), non-psychotic disorder (minor mental health disorder), and other mental health disorders. If the ICD-9-CM code is in the range 290-319, it is considered an acute admission, regardless of length of stay (unless admission was to an extended care service).

Mental Health Disorders / Mental Disorders are also called emotional illness, mental illness, and psychiatric disorders.

• In the deliverable, A Description of the Use of Insured Health Care Services by Income Assistance Recipients in the Province of Manitoba: A Pilot Study. Recipients of Income Assistance for Mental Health Disability deliverable by Mustard et al. (2000), Appendix Table B: Classification of Mental Health Disorders identifies ICD-9-CM codes used to identify specific disorders within the three categories (psychotic, non-psychotic and other) described above.
  
  
• In the deliverable Health and Healthcare Utilization of Francophones in Manitoba by Chartier et al. (2012), they defined cumulative mental health disorder prevalence as the percentage of residents aged 10 and older diagnosed with at least one of: depression, anxiety disorders, substance abuse, personality disorder, or schizophrenia. Specific ICD codes for each condition can be found in Appendix 1: Definitions and Codes for Indicators of this report. • In The Educational Outcomes of Children in Care in Manitoba deliverable by Brownell et al. (2015), they defined mental disorders as one of the following conditions: attention-deficit hyperactivity disorder (ADHD), conduct disorder, mood and anxiety disorders, schizophrenia and substance use by mother during pregnancy.
  
  
• In the Long-Term Outcomes Of Manitoba's Insight Mentoring Program: A Comparative Statistical Analysis deliverable by Ruth et al. (2015), they defined mental health related conditions as any diagnosis code from Chapter 5 (Mental Disorders) in the ICD-9-CM code book or from Chapter 5 (Mental and Behavioural Disorders) in the ICD-10-CA code book.
  
  
• In Chartier et al. (2016), they investigated "any mental disorder" in children and used the following definition: attention-deficit hyperactivity disorder (ADHD) conduct disorder, substance use disorders, mood and anxiety disorders and psychotic disorders (including schizophrenia) in children aged 6-19, and for children 6-12, excluded substance use disorders and psychotic disorders in this definition.
  
  
• In the Care of Manitobans Living with Chronic Kidney Disease deliverable by Chartier et al. (2015) they investigated specific mental disorders in children and adults as a comorbidity to chronic kidney disease (CKD) and end stage kidney disease (ESKD). A classification of "any mental disorder", a combination of all the specific mental disorders, was also investigated. The specific conditions considered as mental disorders in this research included:
  
  
  • Children (age 0-17 years old): attention-deficit hyperactive disorder (ADHD), mood and anxiety disorders, developmental disabilities, schizophrenia, and substance abuse; and
    
  • Adults (18 years and older): mood and anxiety disorders, substance abuse, schizophrenia, and personality disorders.
  
  
• In The PAX Program in Manitoba: A Population-Based Analysis of Children's Outcomes deliverable by Brownell et al. (2018), they investigated mental disorders in children and mothers. The specific conditions considered as mental disorders in this research included:
  
  
  • Child Mental Disorder Diagnosis: attention-deficit hyperactive disorder (ADHD), conduct disorder, and mood and anxiety disorders,
    
  • Maternal Mental Disorder Diagnosis: mood and anxiety disorders, personality disorders, schizophrenia, and substance use disorder.
  
  
• In The Overlap Between the Child Welfare and Youth Criminal Justice Systems: Documenting "Cross-Over Kids" by Brownell et al. (2020) they investigated mental disorders in youth (ages 12-17). The specific conditions considered as mental disorders in this research included: attention-deficit hyperactive disorder (ADHD), conduct disorder, mood and anxiety disorders, psychotic disorders, and substance use disorder.
