Term: Children in Care (CIC) / Ever in Care

Definition:

Children in care are children who are involved in the Manitoba Child Welfare system (Child and Family Services (CFS)) who have been removed from the care of their original family because of a situation where authorities have deemed their family unable or unfit to look after them properly. In some cases, children are voluntarily placed into care by their parents or guardians. Children can come into care for a variety of reasons including abuse and neglect, illness, death of a parent, addiction issues or conflict in their family, disability, or emotional problems. Some children are placed in care for very short time periods before being returned to their families, whereas others may spend many years in care. Children in care do not include children who remain with or are returned to a parent or guardian under an order of supervision.
